SCREENING POLICY

BEFORE YOU BEGIN:

1. Read the full unit description using the "View Details" link on the unit page.

2. Read the full Screening Policy and collect all required information and documentation. The online application will time out if no activity is detected. The Gordon Properties, Inc. Screening Policy applies to all applicants at all times. Applications which do not comply with our Screening Policy will be denied.

3. If the property is located inside Portland city limits (see the View Details link to verify) - read the Portland FAIR ordinance notices: Statement of Applicant Rights and Responsibilities Notice  AND  Right to Request a Modification or Accommodation Notice .

4. There is no fee to submit this online application. An Application Screening Charge of $50.00 per applicant in certified funds is due at the property showing to continue processing the application(s) after the showing.


SCREENING POLICY - PLEASE READ THROUGH ALL REQUIREMENTS COMPLETELY.

Applications which do not comply with our Screening Policy will be denied.


• Each person 18 years of age and older who will be living in the rental unit MUST complete a separate online application. An application is only complete when ALL prospective occupants have submitted a separate online application and all supporting documents. There is no fee to submit an online application.

• Each applicant must provide a copy of their photo ID, proof of income (see below for acceptable proof of income), and any supplemental documentation with their online application.

• Each applicant must provide a unique email address and unique phone number on their application that the applicant has access to at all times. Per company policy, all communication is in writing only.

• Individual applicants who have applied with other occupants age 18 and older will not be qualified separately. The application(s) are approved or denied jointly.


• We review each application in the order it is received. 


• Upon receipt of application(s), Gordon Properties, Inc. will verify the application(s) comply with our Screening Policy. This will include verifying the gross household income meets the minimum for the unit, verifying photo ID for each applicant, verifying 6 years of residential history has been provided for each applicant and verifying all supplemental documentation has been attached.

• If an incomplete application is received, it will be canceled upon receipt by Gordon Properties, Inc.


• Applicant(s) will schedule a property showing to occur within 48 hours of notification their application is complete and is first in line. The showing invitation is sent via email. All showings are in-person and are scheduled Monday thru Friday excluding holidays. If applicant(s) fail to view the property within 48 hours of notification, the application(s) may be canceled.

• An Application Screening Charge of $50.00 per applicant in certified funds is due at the property showing to continue processing the application(s) after the showing. A receipt will be provided via email. The Application Screening Charge is non-refundable. We recommend you bring blank money order(s) for the application screening charge to the property showing, if you bring a cashier's check please have the bank make it payable to Gordon Properties, Inc. Gordon Properties, Inc. cannot accept cash, a personal or business check, an agency check or a credit/debit card for application screening charge.

• If the application screening charge is paid at the property showing, Gordon Properties, Inc. will process the application(s) including running a full background check. The Gordon Properties, Inc. Screening Policy applies to all applicants at all times.

• If you choose not to continue the application after the showing, there is no fee. Your application will be canceled.

• If you choose not to pay the application screening charge at the property showing, your application will be canceled.

INCOME:

• Gordon Properties, Inc. requires the gross verifiable household income for units OUTSIDE Portland city limits MUST be at least three (3) times the monthly rent. 

• For properties INSIDE Portland city limits Gordon Properties, Inc. requires the gross verifiable household income MUST be 2 or 2.5 times the monthly rent in compliance with FAIR ordinance minimum income requirement table found at: Rental Housing Application and Screening Minimum Income Requirement Notice (effective 07/01/2023)

• The gross household income requirement is listed for each unit under the “View Details” link. 

• Applicant(s) who do not meet the minimum gross household income will be denied.

• Gordon Properties, Inc. does not accept co-signers.

• Applicant(s) must provide written documentation of current, on-going income from legal sources. 

• Applicant(s) receiving regular wages from an employer must provide 3 months’ worth of CURRENT / RECENT pay stubs. Pay stubs must show applicant's name, the pay period and pay amounts. Depending on pay periods, this may be up to 12 pay stubs. If you have worked at your current employer for less than 3 months and have no paystubs, please provide official documentation from your employer including your name, pay amount, number of hours worked and pay frequency.

• Applicant(s) with income from SSI, alimony, child support, student loans or other sources must provide official documentation such as an award letter or court order. Documentation must include recipient’s name, award amount and frequency of payment.

• Self-employed applicants must provide the most recent year’s tax return AND three months’ CURRENT / RECENT bank statements. Tax return and bank statements must show applicant's full name.

• Applicant(s) with a Section 8 voucher must provide a copy of the housing voucher in addition to applicant's proof of income. The Housing Voucher form MUST include the Participant Name, Estimated max. housing assistance payment to landlord, Voucher Issued date, Voucher Expires date, and unit bedroom size. Please list the Section 8 Voucher under "Additional Income". **Home Forward participants: The form you must provide is called the Request for Tenancy Approval (RFTA).

• Applicants receiving rental assistance from an agency must provide official documentation from the agency showing the dollar amount of assistance they will be receiving each month and the duration of the rental assistance in addition to applicant's proof of income. Please list the housing assistance under "Additional Income".

• If Gordon Properties, Inc. is unable to verify the income listed belongs to the applicant(s) from the documentation provided with the online application, it will not be considered when verifying the gross household income.

RESIDENTIAL HISTORY:

• Gordon Properties, Inc. requires verifiable residential history of at least six (6) years.

• Applicant(s) must provide all addresses they have lived at during the last 6 years, even if applicant did not pay rent at a location. 

• Applicant(s) who provide less than 6 years of residential history may be denied.

• Applicant(s) must provide accurate information for contacting past property owners; application(s) may be denied if we are unable to verify prior residential history. 

• Applicant(s) with less than 6 years of rental history from unbiased/unrelated sources may be denied or may be assessed an increased refundable security deposit.

• Gordon Properties, Inc. will check rental history and run an evictions check. Applicant(s) with an eviction within the last five (5) years or with any property debt owed to a former landlord may be denied.

CREDIT AND CRIMINAL HISTORY:

• Gordon Properties, Inc. will run a credit check which includes a full payment history in addition to a credit score. Applicant(s) with a credit score below 600 may be denied. Applicant(s) with a credit score between 600 and 650 may be assessed an increased refundable security deposit. 

• Applicant(s) with collections accounts may be denied or assessed an increased refundable security deposit. Applicant(s) with negative trade lines or charged off accounts may be denied or assessed an increased refundable security deposit.

• Gordon Properties, Inc. will run a criminal check. Applicant(s) may be denied if they have a criminal conviction or pending criminal charge in compliance with Oregon Landlord Tenant Law. 

• Applicant(s) who do not disclose a criminal conviction or pending criminal charge on their application may be denied.

GENERAL:

• We follow Federal housing guidelines of no more than 2 occupants per bedroom plus one for the unit.

• We allow service/assistance/companion animal(s) at all of our properties with recent proper documentation from applicant’s current local physician, psychiatrist, social worker, or other mental health professional.

• Pets are not allowed at most of our properties. Please check the "View Details" link to see if a specific unit allows pets.

• NON-SMOKING PROPERTY. Smoking and vaping is prohibited everywhere on the property.

• Marijuana and marijuana products are prohibited everywhere on the property.

• Property is to be used as a residence only, not for any business or commercial purpose. Business or commercial purpose includes, but is not limited to, a home based business (such as a daycare/childcare, hair salon, vehicle repair, etc) and renting out lodging space (such as with Airbnb).

• ALL APPLICANTS MUST QUALIFY FOR THE APPLICATIONS TO BE APPROVED. Individual applicants who have applied with other occupants age 18 and older will not be qualified separately. The application(s) are approved or denied jointly.


• If Gordon Properties, Inc. is unable to verify any information on the application(s), the application(s) may be denied.

• Misrepresentation or omission of information may be grounds for denial of application or eviction.

• All information, communications, and documentation provided by the applicant may be used by the Landlord to determine whether to accept this application.

• Applicant may provide Supplemental Evidence with their complete application to explain, justify, or negate the relevance of potentially negative information revealed through screening. Landlord will review any and all Supplemental Evidence provided with the applicant’s complete application.

• For properties INSIDE Portland city limits: If an application is denied, the applicant has the right to appeal the denial and request another review of the application within 30 days following the denial of an application. The request to appeal the denial must be made in writing to Gordon Properties, Inc. and may include Supplemental Evidence to explain, justify, or negate the relevance of potentially negative information revealed through screening.

APPROVED APPLICANTS: 

• Applicant(s) will pay a deposit to hold the property and sign the Deposit to Hold form within 24 hours of email notification that application has been approved. 

• The deposit to hold must be paid in certified funds (cashier's check or money order). Gordon Properties, Inc. cannot accept a promissory note or agency check for deposit to hold.

• Applicant agrees that the property will not be held for them and may be rented elsewhere if deposit to hold is not paid. 

• Gordon Properties, Inc. will hold a property for a maximum of 3 weeks with a deposit to hold. The deposit to hold will apply to Deposit Towards Last Month’s Rent or Security Deposit at move in; if rental agreement is not signed, applicant will forfeit the deposit to hold and property will go back on the rental market. 

• All monies for Application Screening Charge(s), Deposit to Hold and Move in (1st month's rent & balance of deposit due) MUST be paid to Gordon Properties, Inc. in certified funds (cashier's check or money order). Gordon Properties, Inc. cannot accept a promissory note or agency check for application, deposit to hold and move in funds.


During the term of a rental contract you may be charged any of the following which are applicable per your rental agreement:

* Late Charge = $100.00

* Returned Check Charge = $35.00

* Smoke/CO Alarm Tampering Fee = $250.00 per occurrence of tampering

* Key Copy Charge = $25.00

* Mailbox Key Copy = $40.00 (or per Post Office)

* Locked Out Fee = $100.00

* Repairs for tenant damage = $50.00 per hour labor plus materials or as billed by contractor                     

* Late payment of a utility or service charge = $50.00

* Failure to clean up pet waste = $50.00

* Failure to clean up garbage, rubbish, and other waste = $50.00

* Parking violations = $50.00

* The improper use of vehicles = $50.00

* Smoking in a clearly designated nonsmoking unit or area of the Premises = $250.00

* Keeping on the Premises an unauthorized pet capable of causing damages to persons or property = $250.00

* OUTSIDE PORTLAND CITY LIMITS: Security Deposit = minimum 1.75 times monthly rent (*may be increased depending on screening results)

* INSIDE PORTLAND CITY LIMITS: Deposit towards last month’s rent = one month’s rent

* Additional Security Deposit / Pet = Minimum $500.00 per pet **PETS ARE NOT ALLOWED AT ALL PROPERTIES.
